Mandatory Certifications for Food Trade, Canteens, and Industrial Establishments in Portugal

𝐑𝐞𝐪𝐮𝐢𝐫𝐞𝐝 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬:

𝐋𝐢𝐜𝐞𝐧ç𝐚 𝐝𝐞 𝐀𝐭𝐢𝐯𝐢𝐝𝐚𝐝𝐞 𝐄𝐜𝐨𝐧ó𝐦𝐢𝐜𝐚 (Economic Activity License) – Issued by the local municipality (Câmara Municipal).

𝐋𝐢𝐜𝐞𝐧ç𝐚 𝐒𝐚𝐧𝐢𝐭á𝐫𝐢𝐚 (Sanitary License) – Required to ensure food safety and hygiene.

𝐇𝐀𝐂𝐂𝐏 (Hazard Analysis and Critical Control Points) Certification – Mandatory for food production and sales businesses.

𝐑𝐞𝐠𝐢𝐬𝐭𝐨 𝐧𝐚 𝐀𝐒𝐀𝐄 (Registration with the Food Safety Authority) – Required for food-related businesses.

𝐍ú𝐦𝐞𝐫𝐨 𝐝𝐞 𝐂𝐨𝐧𝐭𝐫𝐨𝐥𝐨 𝐕𝐞𝐭𝐞𝐫𝐢𝐧á𝐫𝐢𝐨 (NCV - Veterinary Control Number) – Required for businesses dealing with animal products (meat, dairy, eggs).

𝐑𝐞𝐠𝐢𝐬𝐭𝐨 𝐧𝐚 𝐃𝐆𝐒 (Environmental License) – Mandatory for industries impacting the environment.

𝐑𝐞𝐠𝐢𝐬𝐭𝐨 𝐧𝐚 𝐃𝐆𝐒 (Registration with the General Directorate of Health) – Public catering and food-related establishments are required.

𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐨𝐫𝐲 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐢𝐞𝐬:

𝐀𝐒𝐀𝐄 (Autoridade de Segurança Alimentar e Económica) – The primary authority enforcing food safety regulations.

𝐃𝐆𝐒 (Direção-Geral da Saúde) – Oversees public health and hygiene standards.

𝐏𝐞𝐧𝐚𝐥𝐭𝐢𝐞𝐬 𝐟𝐨𝐫 𝐍𝐨𝐧-𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞:

Failure to obtain the required certifications can result in:

𝐅𝐢𝐧𝐞𝐬 𝐫𝐚𝐧𝐠𝐞 𝐟𝐫𝐨𝐦 €𝟐,𝟓𝟎𝟎 𝐭𝐨 €𝟒𝟒,𝟎𝟎𝟎, 𝐝𝐞𝐩𝐞𝐧𝐝𝐢𝐧𝐠 𝐨𝐧 𝐛𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐬𝐢𝐳𝐞.

Temporary or permanent business closure.

Seizure and destruction of food products.

Possible criminal charges if public health risks are involved.

Companies in Portugal are obliged to have these certifications.

𝐒𝐮𝐩𝐩𝐨𝐬𝐞 𝐲𝐨𝐮 𝐚𝐫𝐞 𝐚 𝐟𝐨𝐫𝐞𝐢𝐠𝐧𝐞𝐫 𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐧𝐠 𝐚 𝐟𝐨𝐨𝐝-𝐫𝐞𝐥𝐚𝐭𝐞𝐝 𝐛𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐢𝐧 𝐏𝐨𝐫𝐭𝐮𝐠𝐚𝐥. In that case, whether as a registered company or as a private individual with an independent activity (atividade independente), you are legally required to obtain the necessary certifications. These include an Economic Activity License, a Sanitary License, HACCP Certification, and registration with ASAE and other relevant authorities. Failure to comply with these requirements may result in fines, business closure, or legal action.
