New Path for Contributors Without MoI: Regularization Still Possible

Portugal has introduced a new option for immigrants who contributed to Social Security before June 4, 2024, even if they never filed a Manifestaรงรฃo de Interesse.

Under the rules introduced in January 2025, these workers—both employees and freelancers (recibos verdes)—can apply for residency if they can show 12 months of Social Security payments.

What This Means:

  • Applicants don’t need to have submitted an MoI in the past.

  • Proof of contributions (minimum 12 months) is essential.

  • This is considered part of the government’s transitional regime to handle long-term contributors.

This policy aims to recognise the contributions of migrants who have been paying into Portugal’s system but were left without a clear path to residency.
