𝐏𝐨𝐫𝐭𝐮𝐠𝐮𝐞𝐬𝐞 𝐑𝐞𝐬𝐢𝐝𝐞𝐧𝐜𝐲 𝐂𝐚𝐫𝐝 𝐟𝐨𝐫 𝟓 𝐲𝐞𝐚𝐫𝐬
For all third-country nationals who have held a 𝐏𝐨𝐫𝐭𝐮𝐠𝐮𝐞𝐬𝐞 𝐑𝐞𝐬𝐢𝐝𝐞𝐧𝐜𝐲 𝐂𝐚𝐫𝐝 𝐟𝐨𝐫 𝟓 𝐲𝐞𝐚𝐫𝐬 𝐚𝐧𝐝 𝐚𝐬𝐩𝐢𝐫𝐞 𝐭𝐨 𝐰𝐨𝐫𝐤 𝐢𝐧 𝐚𝐧𝐨𝐭𝐡𝐞𝐫 𝐄𝐔/𝐄𝐄𝐀 𝐂𝐨𝐮𝐧𝐭𝐫𝐲, 𝐭𝐡𝐞 𝐏𝐨𝐫𝐭𝐮𝐠𝐮𝐞𝐬𝐞 𝐄𝐔 𝐋𝐨𝐧𝐠𝐨 𝐂𝐚𝐫𝐝 offers a gateway to new opportunities.
If they meet the following requirements.
b) 𝐏𝐨𝐬𝐬𝐞𝐬𝐬 𝐬𝐭𝐚𝐛𝐥𝐞 𝐚𝐧𝐝 𝐫𝐞𝐠𝐮𝐥𝐚𝐫 𝐟𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐦𝐞𝐚𝐧𝐬 𝐭𝐨 𝐬𝐮𝐩𝐩𝐨𝐫𝐭 and their family members without relying on social welfare.
In cases covered by paragraph 2 (a) of the preceding Article, when a third-country national is granted a residence permit for study, unpaid vocational training, or voluntary service, half of the period spent under such permits is counted towards calculating the five-year residency requirement.
𝐈𝐭'𝐬 𝐢𝐦𝐩𝐨𝐫𝐭𝐚𝐧𝐭 𝐭𝐨 𝐧𝐨𝐭𝐞 𝐭𝐡𝐚𝐭 𝐩𝐞𝐫𝐢𝐨𝐝𝐬 𝐨𝐟 𝐚𝐛𝐬𝐞𝐧𝐜𝐞 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐭𝐞𝐫𝐫𝐢𝐭𝐨𝐫𝐲, 𝐢𝐟 𝐭𝐡𝐞𝐲 𝐚𝐫𝐞 𝐬𝐡𝐨𝐫𝐭𝐞𝐫 𝐭𝐡𝐚𝐧 𝐬𝐢𝐱 𝐬𝐮𝐜𝐜𝐞𝐬𝐬𝐢𝐯𝐞 𝐦𝐨𝐧𝐭𝐡𝐬 𝐚𝐧𝐝 𝐚𝐫𝐞 𝐚𝐭 𝐦𝐨𝐬𝐭 𝐚 𝐭𝐨𝐭𝐚𝐥 𝐨𝐟 𝟏𝟎 𝐦𝐨𝐧𝐭𝐡𝐬 𝐰𝐢𝐭𝐡𝐢𝐧 𝐭𝐡𝐞 𝐟𝐢𝐯𝐞-𝐲𝐞𝐚𝐫 𝐩𝐞𝐫𝐢𝐨𝐝, 𝐝𝐨 𝐧𝐨𝐭 𝐚𝐟𝐟𝐞𝐜𝐭 𝐭𝐡𝐞 𝐜𝐚𝐥𝐜𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐟𝐢𝐯𝐞-𝐲𝐞𝐚𝐫 𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐜𝐲 𝐫𝐞𝐪𝐮𝐢𝐫𝐞𝐦𝐞𝐧𝐭.
However, periods of detachment for work purposes, particularly concerning cross-border service provision, are included in the calculation of the five-year residency requirement.
For the assessment of financial resources mentioned in paragraph 1 (b), the nature and regularity of the resources are evaluated, considering the minimum wage and pensions before the application for long-term resident status.
Periods of uninterrupted stay in the national territory under a work visa or stay permit issued according to previous legislation are relevant for calculating the five-year residency requirement.
