𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞 𝐟𝐨𝐫 𝐄𝐮-𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥𝐬 𝐚𝐧𝐝 𝐭𝐡𝐞𝐢𝐫 𝐧𝐨𝐧-𝐄𝐔 𝐟𝐚𝐦𝐢𝐥𝐢𝐞𝐬

𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧 𝐔𝐧𝐢𝐨𝐧, 𝐄𝐄𝐀, 𝐀𝐍𝐃𝐎𝐑𝐑𝐀, 𝐚𝐧𝐝 𝐒𝐖𝐈𝐓𝐙𝐄𝐑𝐋𝐀𝐍𝐃, and their families can enter and remain in Portugal for up to 90 days without a visa. And if they plan to last more than 90 days in Portugal, they need a Registration Certificate which will be issued for five years.

𝐏𝐨𝐫𝐭𝐮𝐠𝐚𝐥 𝐢𝐬 𝐚 𝐜𝐨𝐮𝐧𝐭𝐫𝐲 𝐡𝐚𝐯𝐢𝐧𝐠 𝐢𝐦𝐦𝐢𝐠𝐫𝐚𝐧𝐭-𝐟𝐫𝐢𝐞𝐧𝐝𝐥𝐲 𝐩𝐨𝐥𝐢𝐜𝐢𝐞𝐬 𝐟𝐨𝐫 𝐢𝐭𝐬 𝐢𝐦𝐦𝐢𝐠𝐫𝐚𝐧𝐭𝐬, and it allows individuals to invite their non-U family members under Article 15/37. Family members are nationals of a third country (non-EU) and intend to accompany a family member who is an EU/EEA/Switzerland citizen to request a residence card at the SEF office (Immigration Services Portugal).


𝐓𝐡𝐢𝐬 𝐩𝐫𝐨𝐜𝐞𝐬𝐬 𝐢𝐧𝐢𝐭𝐢𝐚𝐭𝐞𝐬 𝐛𝐲 𝐛𝐨𝐨𝐤𝐢𝐧𝐠 𝐚𝐧 𝐚𝐩𝐩𝐨𝐢𝐧𝐭𝐦𝐞𝐧𝐭 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 𝐏𝐨𝐫𝐭𝐮𝐠𝐚𝐥 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲'𝐬 municipal council to record for European Union, EEA, ANDORRA, and SWITZERLAND nationals to collect a registration certificate. At the moment of enrolment, a list of documents, including tax number, identity card, proof of accommodation, and activity proofs, are required. The registration certificate will be handed over to you on the day of the appointment, which will be valid for the next five years. The certificate protects permanent residence of Portugal for the next five years, being citizenship subject to certain conditions.
𝐁𝐞𝐟𝐨𝐫𝐞 𝐦𝐨𝐯𝐢𝐧𝐠 𝐟𝐨𝐫 𝐯𝐢𝐬𝐚 𝐫𝐞𝐪𝐮𝐞𝐬𝐭𝐬 𝐟𝐨𝐫 𝐧𝐨𝐧-𝐄𝐔 𝐟𝐚𝐦𝐢𝐥𝐢𝐞𝐬 𝐭𝐨 𝐭𝐡𝐞 𝐜𝐨𝐦𝐩𝐞𝐭𝐞𝐧𝐭 𝐚𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲, demonstrate your association & commercial connection with Portugal. This stage requires compiling documents, including relationship and professional records. Then, request for EU-family visits visa at the Portuguese consulate of your non-EU family members resident or home country onward, among supporting documents. After getting access, once family members are in Portugal, the applicant needs to book an appointment with (SEF) by telephonic call for residence card issuance.

This new agency has taken over the administrative functions of issuing documents for foreigners in Portugal. The powers of the Foreigners and Borders Service (SEF) are divided among seven entities.
