Any foreign national living in Portugal legally for the long term can get Portuguese Nationality/Citizenship. People who are from non-European countries can also get Portuguese nationality.  Who Can Apply for Portuguese Citizenship

If a foreign national married to a Portuguese national, then after three years, he/she can apply for citizenship.

A child born in Portugal from foreign parents who reside legally in Portugal for two years an also eligible for citizenship.

A child born in Portugal from foreign parents & at least one parent was born in Portugal.
